Shaving cream painting (outside obviously!)
Finger painting (you can use food colouring mixed with water and cornflour if you are worried she will try to put her fingers in her mouth)
Crayons
Playdough (although at 2, A was more inclined to eat the playdough)
'Stamping' - dip the ends of paper towel rolls / toilet rolls / paper cups into a plate of paint, then 'stamp' onto paper. Works with vegetables as well (like the end of a celery stick cut diagonally, etc)
Pasting strips of paper/feathers onto things - paper plates, etc. Wouldn't do glitter at 2.

chalk on pavers/driveway
water painting - my DD (17 months) loves just using a paintbrush with water on the pavers outside.

I put some blobs of paint in a ziplock bag, tape it to a window and let her 'paint'
Magazine collage always a winner here

I've got a big craft box that is mainly made up of my old scrap booking stuff and they just choose their own stuff to do out of it.

In the box there is:
Different colours and types of papers
Paper punches of varying shapes and sizes
Plastic lacing shapes which also double as shapes to trace
Scissors that cut different patterned lines
Glue
Tape
A stamping set with ink pads
Pencils and textas

I'm sure there's more, but that's all I can think of...
